Investigation & Inception

At award stage we will evaluate the tender requirements, in conjunction with the full professional team and client, deadlines will be set for each stage of the process. A brief site investigation will be conducted to evaluate the project specific criteria.

Conceptual Design

Conceptual Design will involve preliminary design and draughting in conjunction with detailed site investigations and continuous liaising with the professional team to meet the tender outcome.

Detailed Design

This will include final design and draughting. Preparation for submission of documents to client and professional team. Conceptual design will be fully developed and verified at this stage.

Tender Documentation

Detailed designs and drawing will be used to extract quantities for the construction phase of the project. These will then be quantified and detailed In a tender document to issue to contractors according to the required legislature.

Construction

Construction will include administration and supervision. HCE will provide regular feedback in terms of progress reports and detailed site supervision at all stages of construction.

Close Out

Completion will take place when the full professional team has agreed that all tender requirements have been fulfilled and the Client is satisfied.

HCE prides itself on accuracy. This can only be achieved if all designs and drawings are critically analysed by the engineer responsible for the work and outside analysis in the form of colleagues and the head engineer. The first step of our internal verification begins with the designer or draughtsman creating a checklist for all necessary criteria. He/she must then ensure that the drawings and designs meet all aspects listed.

The second step allows for internal checking and verification from colleagues, which will also, incorporates value engineering. Colleagues must then analyse all components of the work submitted and add comments or suggestions detailing any errors or provide solutions that would better suit the design criteria without impeding on overall design restrictions according to the relevant legislature.

This will then be discussed openly with all parties involved so the head engineer can understand the processes and consideration behind all changes. The head engineer will then make a final decision.

Client Approval

Once "conceptual designs" have been done, HCE will approach the professional team and client for preliminary approval. The client will dictate at that stage what requirements they feel have not been met fully. They may also provide insight as to varying systems that they may want implemented due to project specific criteria.

At "final design" phase the client must approve all layouts and be completely satisfied with the product before we proceed to "tender documentation".

Optimization of Designs & Drawings

Once we have client approval, we must begin an internal check to ensure we have assessed every possible avenue for value engineering. There must be documented proof of attempting different solutions before finally deciding on the "final design"

At "tender Documentation" stage the client may decide that certain quantities or

solutions are not in line with project restrictions. HCE will then provide revised designs and drawings that would better suit this criterion.

An effective quality management system is involved in every step of the project.

HCE has implemented strategic evaluation from Inception to Completion. We

• To manage multi-disciplinary projects effectively and to acknowledge errors /problems/challenges openly and corrected through a well-managed system. The following evaluations occur:

Internal Tender Evaluation and Client Consultation

At award stage, it is important for HCE as the appointed engineers to understand the dynamic of the project and the professional personal involved. This is the first step in our system and works hand in hand with the "Investigation & Inception" step in our methodology.

We evaluate the tender and confer with the client regarding the objectives that must be achieved during this process. At this early stage we try to provide value engineering in terms of varied solutions that may be more economical and may provide time saving on the project. We know that in fully understanding the criteria of the project and client requirements we can then move to "conceptual design" without hesitation or uncertainty.

Data Management

"Conceptual design" and "Final Design" would be two of the most critical points in our methodology and therefore would require strict control of information submitted. Internally procedures are in place in the form of drawing registers which provides a complete log of completed and issued work to the client.

All layouts and designs are stored under project specific headings and are checked on a regular basis in a two-step system. The administration personal will do an initial check which would be basic and then followed by the head engineer who will confirm in detail that all relevant documentation and drawings are systematically stored as per the issue to client.

A full quality check must be implemented before the "construction" stage of the project to ensure that the construction process will not be hindered in any way by the engineer. HCE will ensure that we provide an economical and constructible solution.

During construction, we will ensure that designs and drawings are followed by the contractor. Site visits and meeting that will aid the contractor to obtain these goals are will be conducted on a regular basis. We will also ensure that the professional team and client will be involved in decision making during construction.
